The Government has identified the requirement to
increase fish production in 5 (five) of the total of 18 selected lagoons and is
keen to implement the requisite activities to enable these lagoons to make a
significant contribution to the GDP through an increased production of fish as
well as through other economic activities. Financial allocations have been
provided for the year 2018, and activity plans have been prepared. Key
infrastructural programs such as dredging, lagoon boundary demarcation, and
conduct of bathymetric studies are already underway. The project needs to be
based on the co-management process and sustainable development programming and
should target the uplift of the social and economic conditions of the
lagoon-based stakeholder communities. In the above context, the Ministry of
Fisheries and Aquatic Resources Development (MFARD) seeks to obtain the
services of qualified and competent consultancy firms to prepare Master Plans
for the selected lagoons.

Aquaculture development plan, Annual stocking plan with species to be stocked,
Integrated development plan for tourism and related activities, Integrated
development plan for urban development related activities, Proposal for
implementing effective Public Private Partnership (PPP) projects for selected
lagoons which will include recommendation for maximum utilization of
under-utilized resources, Proposals on alternative livelihood developments,
Resettlement plan including physical and livelihood resettlements, Environment
Impact Assessment (EIA)/Initial Environment Examination (IEE) reports including
impact mitigation plan, Recommendation on project sustainability including
community participation, community-based management, institutional arrangement
etc. Recommendation for next stage of development including further actions to
be undertaken (identification of future projects, programme ideas and detailed
TOR for pre-feasibility and feasibility studies)
